Filing a complaint under the Real Estate (Regulation and Development) Act, 2016 (RERA) is a structured process, but unlike civil courts where fees are often a percentage of the claim value (ad-valorem), RERA fees are typically fixed and modest.
Because RERA implementation is managed at the state level, there is no single national "court fee." Instead, each state government prescribes its own fee schedule through its specific RERA Rules.
Standard Fee Ranges
While the exact amount is determined by state rules, the filing fee for a standard complaint (Form M) before the RERA Authority is generally accessible to encourage homebuyers to seek justice without prohibitive costs.
- General Range: In most states, the filing fee typically ranges between ₹1,000 and ₹5,000 per complaint.
- Form M vs. Form N:
- Form M (Regulatory Complaints): Used for disputes regarding delays, possession, or non-compliance, this generally carries the standard filing fee.
- Form N (Compensation Claims): Used specifically when claiming additional compensation for financial loss or mental agony before an Adjudicating Officer, this may sometimes carry a different or slightly higher fee structure depending on the state.

- Fixed Fee Structure: Unlike traditional civil suits where the court fee increases as the value of the property or the claim amount grows, RERA fees are usually fixed. Whether you are claiming ₹5 Lakh or ₹50 Lakh in interest, the filing fee remains the same.
- Online Payment: Most state portals have transitioned to a fully digital process. You will typically pay the fee via the RERA portal during the final stage of filing your complaint using Net Banking, Debit/Credit Cards, or UPI.
- Additional Costs: Be aware that apart from the filing fee, there might be nominal charges for annexures, additional affidavits, or copy requests depending on the state's specific guidelines.

- Consult the "Rules" Section: Every state RERA portal has a tab for "Rules" or "Notifications." Look for the document titled "[State Name] Real Estate (Regulation and Development) Rules." The annexure in this document will explicitly list the fee structure for complaints.
- Check the Payment Gateway: When you begin the online filing process, the system will automatically prompt you to pay the required fee based on the complaint type you have selected, preventing underpayment errors.
